Deborah Kozemko is a member of the Firm's Health Insurance and Health Law departments.

Ms. Kozemko has more than two decades of experience in the regulation of health insurance and the delivery of health care services, primarily in the area of managed care. Most recently, she has served as a Supervising Attorney in the Health Bureau of the New York State Insurance Department. During her tenure with the Department, Ms. Kozemko has been involved in the licensing, product approval and ongoing regulation of numerous managed care organizations, group commercial health insurers, not-for-profit health plans and municipal cooperative health benefit plans. She also has experience in drafting, reviewing, negotiating and implementing state legislative proposals, including work on the standardization of individual health insurance policies, the Women's Wellness Act, various managed care reform laws and most recently, "Timothy's Law" for mental health parity. Ms. Kozemko has also worked on the state level to implement the Medicare Modernization Act of 2003 and federal HIPAA requirements.

Ms. Kozemko has experience with state initiatives for the uninsured such as Child Health Plus, Family Health Plus and Healthy New York. She has provided assistance to many Department of Health programs, including the Immunization Program, the Infertility Treatment Program, the Newborn Hearing Screening Program and Eating Disorders Program and has served as the Superintendent of Insurance's designee to the Early Intervention Coordinating Council, the EPIC panel and the Interagency Task Force on HIV/AIDS.
